The vulnerable Group Care Unit, Department of Relief and Rehabilitation, was formally established by the Agency on 3rd of June, 2010, under the leadership of the then Director-General, Air-Vice Marshal Audu Bida (Rtd.)
The creation of the Unit was attributed to the following factors:
i) Agency’s willingness to cater for VGs;
ii) Advocacy efforts by prominent people living with Disabilities,
iii) Effort made by North Central Zone of NEMA i.e. continuous request to
cater for vulnerable groups during relief intervention.
The unit performs the following major functions:
(i) Up date plans targeted at preventing, mitigating and responding to the
suffering of VGs before, during and after disasters/crises;
(ii) Incorporate VGs interest into Disaster Management Policies and Programmes in Nigeria;
(iii) Up date various Disaster Management Policies and Programmes as they relate to the VGs in Nigeria;
(iv) Implement strategies for Disaster Risk Reduction with respect to VGs in Nigeria.
In addition to the major functions perform by the unit, there are routine functions, which range from need assessment of vulnerable groups affected by emergencies, disasters and crises to follow-up visits to ascertain level of progress recorded by rehabilitated victims of Disasters.
